The Local Authorities (Members’ Allowances) (England) Regulations 2003 Statutory Instrument 2003 No. 1021

In accordance with Regulation 16(1) and (2) of the above Statutory Instrument Shropshire and Wrekin Fire and Rescue Authority (the Authority) hereby gives notice that it has made a Scheme for the Payment of Members’ Allowances (the Scheme) for the period 1 April 2012 to 31 March 2013. In making the Scheme the Authority has complied with any duty arising under Regulation 19 of the above Statutory Instrument.

Under the Scheme the following allowances are payable:

• Basic allowance of £2,658 per annum to each of the Authority’s Members
• Special responsibility allowances of:
  • £10,000 per annum to the Chair of the Authority
  • £5,000 per annum to the Vice-Chair of the Authority
  • £2,658 per annum to Leader of Opposition Group with 3 or more members
  • £2,658 per annum to the Director on the Board of the West Midlands Fire and Rescue Services Regional Control Centre*
  • £3,000 per annum to the Chair of the Strategic Risk and Planning Working Group
  • £1,000 per annum to each of the members of the Strategic Risk and Planning Working Group

  * Please note that this position no longer exists.

• Car travel allowance of 45p per mile up to and including 8,500 miles and 25p per mile over 8,500 miles, plus 3p per mile for a passenger
• Bicycle travel allowance of 32.5p per mile
• Subsistence allowances of £6.55 for breakfast, £9.06 for lunch and £11.22 for evening meal
• Overnight allowance of £140 for visits to London or national conferences and £120 for all other visits
• Co-optee allowance of £273 per annum to non-elected Independent Members of the Authority’s Standards Committee. Co-optees on the Authority’s Standards Committee may also claim an allowance of £53 for up to 4 hours and £106 for over 4 hours, spent considering locally allegations of breaches of the Code of Conduct.^*

* At the time, the Authority made the scheme there were non-elected Independent Members of its Standards Committee. Following enactment of subsequent legislation there are no longer such members on the Standards Committee and this allowance is not, therefore, payable.

Copies of the Scheme and records of allowances paid to individual Members of, and Co-optees to, the Authority under the Scheme are available for inspection by members of the public from 9.00 am until 4.30 pm Mondays to Thursdays and from 9.00 am until 3.30 pm on Fridays (excluding Bank Holidays) at Shropshire Fire and Rescue Service, Headquarters, St Michael’s Street, Shrewsbury, Shropshire, SY1 2HJ.

In accordance with Regulation 15(3) of the above Statutory Instrument, the Authority hereby gives notice that the allowances paid to its Members and non-elected Independent Members of its Standards Committee under its Scheme for the financial year 2011/12 were as follows:

* These are non-elected Independent Members of the Authority’s Standards Committee and, therefore, receive only a co-optee allowance, rather than the basic allowance payable to Members of the Fire Authority
