Comprehensive Performance Assessment (CPA) is a tool for improvement developed by the Audit Commission. It assesses how well fire and rescue authorities and the local bodies responsible for the fire service are modernising and delivering services for local people and communities.

Shropshire and Wrekin Fire Authority is rated by this assessment as good. CPA is an assessment, at the corporate level, of how well the Authority is being run. It
does not give an opinion on how well the fire service responds to emergency
incidents.

The Audit Commission consulted on a proposed performance framework for Fire and Rescue Authorities in the spring of 2006. The final framework released in July and August of 2006 reflects the need to:
- promote the value for money;
- improve financial maangement and reporting;
- encourage improvements in public services that people value, by challenging FRAs from the perspective of service users and diverse communities;
- promote good governance, greater accountability, better decision making and the proper conduct of public business;
- and stimulate significant improvement in the use of performance information, data quality, data analysis, data analysis, information management and public accessibility of relevant information

The Brigade is required to produce a self assessment for each of these areas and fieldwork teams visited Shropshire to carry out an audit against these self assessments.
