'Preparing for Emergencies' Booklet - Background

Research

In addition to consulting with the emergency services and a number of technical experts, the government carried out a programme of testing with the public with the aim of ensuring that the messages in the booklet are ones that the public would believe and act upon
Research Groups were randomly selected in Bushey in Hertfordshire, Edinburgh, Wallington in Surrey, Birmingham, Bridgend, Belfast and Jordanstown in County Antrim
A private, independent research company that specialises in this sort of research conducted the research, and the contents and style of the booklet reflect the outcome of the research
The Metropolitan Police and the Home Office also did some research into public information needs at the end of 2003. The results fed into recent Met Police campaigns and led to the further development work, which has resulted in this campaign

Booklets are expected to be delivered successfully to over 90% of households
The Royal Mail cannot guarantee 100% because not every household will get delivered to in the contracted period
There will be some instances of non-delivery, issues with multiple occupancy dwelling (blocks of flats with one mailbox), inaccessible areas, no go areas, areas of industrial dispute etc that will all lower the delivery rate from the 100%
There will be a further burst of publicity in September to ensure that if anyone has not received a copy they know how to get one
This will also apply to those who didn’t notice getting the booklet, or the booklet was thrown away by accident or thrown away by one party in the household but wanted by another etc
Copies are also being mailed to libraries, Citizens Advice Bureaus etc and it will be on the web
The Government is exploring whether it can usefully provide centrally produced materials to support local authority initiatives to fulfil their duties under the Civil Contingencies Bill
