The minutes of the Standards Committee meeting, held on 16 January 2012, are attached marked 5. Of those Members, who attended that meeting, only Councillors Bennett and Mellings remain on the Committee. Councillor Kiernan, who did attend, has signed a copy of the minutes to confirm that they represent a correct record of the meeting, held on 16 January 2012. Members are, therefore, asked to agree that they be signed by the Chair accordingly.

05 Update on Standards for England

The Deputy Monitoring Officer will brief Members of the Committee on the Government’s intention to abolish the Standards Board regime and the implications of that decision. Agenda item only.

06 Update on Recruitment of Independent Members

At the last meeting of the Standards Committee Members agreed that the recruitment process for two additional Non-Elected, Independent Members commence. Accordingly, officers prepared an information pack and placed an advertisement (as required by legislation) in the local press. There were five expressions of interest and three applications were received. The intention was to hold interviews prior to the July meeting of the Fire Authority with a view to taking a recommendation regarding appointment to that meeting for consideration. In the meantime, however, the Government has announced its intention to 'abolish the Standards Board regime'. Under the circumstances the Chair and Vice-Chair of the Authority have instructed officers to discontinue the recruitment process, until such time as the Government’s intentions are known. The three applicants have been notified of this development. Agenda item only.

11 June Meeting of the Committee

On 4 June elections for Shropshire Council take place and it will meet on 19 June to agree, inter alia, who should sit on the Fire Authority. A meeting of the Fire Authority will take place on 3 July, at which it will decide which Members will sit on its committees, including the Standards Committee. It will not be possible, therefore, to hold the meeting of the Committee, which was scheduled for Monday, 29 June. Officers will attempt to arrange an alternative date for a meeting to take place in mid to late July.

12 Independent Membership of the Committee

Having stood in the by-election for Much Wenlock Town Council, which took place on 19 February 2009, Independent Member, Mr David Turner, has been successful in obtaining a seat on the Council. He had previously notified the Chair of the Committee and officers that he intended to resign, if he were successful. His formal letter of resignation has not yet been received. For information.
