This report, attached marked 5, seeks to establish a Work Plan for the Human Resources Committee for the period April 2011 to April 2012.

This report, attached marked 7, asks Members to review the existing Role Descriptions for the Chair and Vice-Chair of the Human Resources Committee and make recommendations regarding any additions and / or amendments required to the Fire Authority.

This report, attached marked 8, asks Members to consider recommending to the Fire Authority that the process for dealing with requests from staff for permission to undertake outside employment be delegated to Officers, including the decision making.

Following the last meeting and subsequent approval by the Fire Authority the training and development questionnaire was issued to all Members. To date responses have been received from some Members but not all. Collation of the responses has begun and a proposed schedule of Member briefings / training has been drafted which it is hoped will be circulated at the April 2011 Fire Authority meeting.

This report, attached marked 10, brings to the attention of the Human Resources Committee the settlement agreement issued in conclusion of the long-running Part-time Workers (prevention of less favourable treatment) Fire Brigades Union employment tribunal cases and the work now being done by the Service.

This report, attached marked 12, informs Members of the decision to delete several posts from the substantive establishment with effect from 1 April 2011. This is in direct response to the outcome of the Authority's Public Value consultation work with both internal staff groups and wider public stakeholders and the need to save £1.146 million in 2011/12 alone.
